You can use a rsync GUI to synchronize the repositories. But, we will
still need couple of things:

1. The GUI should GPG verify that the repository is from the official
Fedora repo before doing a rsync.

2. Once the rsync is completed, it should (re)start the FTP server.

You could re-use a rsync GUI prototype script for it, or write one on
your own. The system administrator or user only should start the GUI
once the disk is auto-mounted.
