I got a reply from kannel users mailing list stating that:

"Your Nokia modem doesn't support the AT+CNMI command. A lot of Nokia models
do not. Supply an alternative init-string in group modems that works with
your model (consult your manufacturer's AT support, this list, or your logs
- omit AT+CNMI)"

 I have added custom init-string to modem configuration. Now i am able to
send text messages to rest of the world :D

Here is my updated modem configuration: (part of /etc//kannel.conf)

# MODEM DEFINITIONS
group = modems
id = nokia
name = "Nokia 3110c"
detect-string = "Nokia"
init-string = "ATZ"
init-string = "AT Q0 V1 E1 S0=0 &C1 &D2 +FCLASS=0"

Have to test SMS reception feature :)
