As discussed on IRC, please number the steps so we can uniquely
identify each step.

Please check if the following are present in the Fedora installation CD and DVD:

1. Fedora RPM GPG keys (should be).
2. vsftpd package

If rpmfusion is being provided from the external disk, then these keys
have to be installed. The customer or end user of the offline repo,
should take print out of the GPG keys and manually verify the same
from the FA who is setting it up. That is the only manual requirement.

We will review the steps again.
