I received a mail from Koustava a while back stating that his mails to
the list are not getting through/ are getting deleted (it wasn't very
clear which was happening, suffice to say that there was no
information being provided) and that he has a proposal up at the site.
Since the application does not have a mentor and, I wasn't notified
about the proposal up at the site, this does put the proposal in a bit
of a strange state.

I'd leave it to the Program Administrators to take a call on this.
