No, Telegram is not open source. Only the clients are. The server side
code is still closed source. If the intention was to use open
source/free software for this, Kontalk (http://kontalk.org/) would
have been the better choice though it might not be as polished as
Telegram which is a good competitor to the popular WhatsApp.
