[dgplug-users] New announcement channel for dgplug on Telegram

Telegram is not fully open source. For the moment they are focusing the
things that can allow user to build something quickly using their API. You
can build your own chat applications too.
List of Different APIS:
1. Telegram for Android <https://github.com/DrKLO/Telegram>
2. Telegram OSX <https://github.com/overtake/telegram>
3. Telegram Desktop <https://github.com/telegramdesktop/tdesktop>
4. Telegram for iphone <https://github.com/peter-iakovlev/Telegram>
Eventually, they are going to release more source codes.
